The rent agreement and the police form in Pune
Last checked: 2 October 2026
Most rentals in Pune are done on a leave and licence agreement. Maharashtra law says it must be in writing and registered, however short the stay, and the owner has to tell the police who is moving in. This page sets out what each step costs, how to do it online, and where the police form goes for the areas around Hinjewadi.
Registration is required for any length of stay
Section 55 of the Maharashtra Rent Control Act, 1999 says every leave and licence agreement must be in writing and registered under the Registration Act. It sets no minimum term, so an 11-month agreement needs registering as much as a three-year one.
The duty to register sits with the owner. If the agreement is not registered, the law takes the tenant's account of the terms as correct unless the owner can prove otherwise, and the owner can be fined up to ₹5,000, jailed for up to three months, or both.
A notarised agreement on stamp paper is not registration, and Pune police said as much in August 2026.
Why everyone signs for 11 months
The habit comes from the national rule that a lease longer than a year must be registered. Maharashtra requires registration for every term, and the stamp duty rate is the same for anything up to five years, so 11 months avoids nothing here. It only decides when you renew.
What the agreement gives you
A leave and licence agreement lets you live in the place for a fixed term. When the term ends you have to leave unless it is renewed, and someone who stays on owes the owner damages at twice the licence fee (section 24).
PG beds and the villages
The Act's definition of a licensee leaves out paying guests, so PGs usually work on their own written terms rather than a registered agreement. The police rule further down still applies to them.
Hinjewadi, Maan and Marunji are villages under PMRDA, not part of Pimpri-Chinchwad, and the Act applies to the areas listed in its schedule. We could not confirm from the published schedule whether it covers them. Registering costs the same either way and gives both sides a record that holds up, so we would treat it as required.
What it costs
There are three charges, all paid to the state:
- Stamp duty of 0.25% on the total rent for the whole term, plus any non-refundable deposit, plus notional interest of 10% a year on the refundable deposit (Article 36A of the Maharashtra Stamp Act, for terms up to five years).
- A registration fee of ₹1,000 for property in an urban area, or ₹500 in a rural one.
- A document handling charge of ₹300.
The state's own calculator counts the deposit interest in whole years: anything up to 12 months is one year, 13 to 24 months is two, and so on. Its minimum stamp duty is ₹100.
Take 11 months at ₹20,000 a month with a ₹40,000 refundable deposit. The rent for the term is ₹2,20,000 and the deposit adds ₹4,000 of notional interest, so the duty is 0.25% of ₹2,24,000, which is ₹560. With the two fees the total comes to ₹1,860.
| 11 months of | Rent | Deposit | Stamp duty | With fees |
|---|---|---|---|---|
| Private room | ₹14,500 | ₹29,000 | ₹406 | ₹1,706 |
| 1 BHK | ₹19,500 | ₹39,000 | ₹546 | ₹1,846 |
| 2 BHK | ₹29,000 | ₹58,000 | ₹812 | ₹2,112 |
The agreement can say who pays the duty and the fees. Settle it before the appointment and write it in, along with the deposit, the notice period and any lock-in.
Registering online
Maharashtra has let people register leave and licence agreements online since 2014, and neither side has to visit the sub-registrar's office. The portal is at leaveandlicense.igrmaharashtra.gov.in. You will need:
- Aadhaar for the owner, for each tenant and for two witnesses.
- A webcam and a UIDAI-approved fingerprint scanner. Every person, witnesses included, has a photo taken and confirms their identity with an Aadhaar fingerprint check.
- A mobile number for the login code.
- The rent, deposit, term and property details, and for the police section, the tenant's permanent address, previous address, workplace and work ID.
The newer version of the portal (2.0, still marked beta) collects the tenant's details for the police in the same session and produces a police information report at the end.
Until 2025 the state also licensed agents to register agreements at your door. On 28 August 2025 the Inspector General of Registration cancelled every one of those licences after complaints of irregularities and told owners and tenants to register on the government portal. Agents, lawyers and accountants still help people register, but none of them holds an IGR authorisation now. If you use one, ask for the registered agreement with its document number from the IGR portal, not a notarised copy.
Telling the police
In Pune City and in Pimpri-Chinchwad, the police commissioner issues a standing order under section 163 of the BNSS that requires owners to report every tenant and paying guest. These orders lapse after two months, so they are reissued. Breaking one is an offence under section 223 of the BNS, with up to six months in jail, a fine of up to ₹2,500, or both.
The police do enforce it. Pune police filed cases against 41 landlords in one week of July 2026 and against 113 landlords and PG operators in August, and Pimpri-Chinchwad police booked 38 landlords in May.
The duty is mainly the owner's or the PG operator's, but the Pune order also names estate agents and tenants. If you are the tenant, ask to see that it has been filed.
What the police need is information, not approval. Many sites call it police verification, but the Pimpri-Chinchwad form states that no police NOC is needed to rent a place.
An agreement registered online is shared with the police through their CCTNS system, and in June 2025 the registration department said no separate submission is needed after that. Pune police still point owners to their own form, so filing it as well is the safe choice. A notarised or stamp-paper agreement always needs the form.
Which police station
| Area | Police | Station |
|---|---|---|
| Hinjewadi, Maan, Marunji | Pimpri-Chinchwad | Hinjawadi |
| Wakad, Tathawade | Pimpri-Chinchwad | Wakad |
| Punawale | Pimpri-Chinchwad | Ravet or Wakad, by street |
| Ravet | Pimpri-Chinchwad | Ravet |
| Pimple Saudagar | Pimpri-Chinchwad | Sangvi |
| Bavdhan | Pimpri-Chinchwad | Bavdhan |
| Baner, Balewadi | Pune City | Baner |
| Aundh | Pune City | Chaturshringi |
Filing it in Pimpri-Chinchwad
For Hinjewadi, Wakad, Tathawade, Punawale, Ravet, Pimple Saudagar, Bavdhan, Maan and Marunji, the form is online at pcpc.gov.in/tenant-info. It has five steps: the owner, the property, the tenant, the tenant's workplace, and two people who know the tenant. You upload the owner's photo, the tenant's photo and the tenant's ID, and a code goes to the owner's mobile. The form can also be handed in at the station or sent by registered post. There is no fee.
Filing it in Pune City
For Baner, Balewadi and Aundh, use the tenant and paying guest information service on the Maharashtra Police citizen portal, which needs an account, or hand a written form in at the station. No fee is shown.
The deposit
Maharashtra sets no limit on a security deposit. Section 56 of the Rent Control Act allows an owner to take one, and the state has not adopted the Model Tenancy Act of 2021, whose two-month cap applies only in the states that passed it (Andhra Pradesh, Tamil Nadu, Uttar Pradesh and Assam so far). Posts about new rent rules with a two-month cap do not apply in Pune.
On RoomPin listings in west Pune the deposit comes to about two months' rent, for flats, rooms and PG beds alike. The rent report has the current figure.
Write into the agreement how much comes back, within how many days of handing over the keys, and what can be deducted. On the day you move in, take dated photos of each room, the fittings and the meter readings.
Receipts, HRA and tax
The Rent Control Act requires an owner to give a written receipt for rent received. Paying by bank transfer or UPI gives you a record either way.
For HRA, the Income-tax Rules 2026, in force from 1 April 2026, added Pune to the cities where the exemption can be up to 50% of salary. You need the owner's name, address and PAN once your rent for the year passes ₹1,00,000, which is any rent above about ₹8,300 a month. The exemption exists only in the old tax regime.
If you pay more than ₹50,000 a month as an individual, you have to deduct 2% TDS from the rent (the rule that was section 194-IB).
Other uses of the agreement
For an Aadhaar address update, UIDAI accepts a rent or leave and licence agreement, registered or not. A passport application needs a registered one.
The housing society
Under the model bye-laws for Maharashtra housing societies (2014), an owner does not need the society's permission to let a flat. They have to tell the society eight days before the tenant moves in and give it a copy of the agreement and of the police intimation. Nothing in the bye-laws restricts the kind of tenant an owner can take. A revised draft went out for objections in August 2026 and is not final yet.
Before you pay the deposit
- See the owner's ID and a document for the flat in their name, such as the property tax receipt or the electricity bill.
- Agree the rent, the deposit and its refund, the notice period, any lock-in and who pays the registration costs, and put all of it in the agreement.
- Register the agreement online with both of you, two witnesses and a fingerprint scanner.
- Check that the police information has gone in, online or at the station.
- Pay by bank transfer or UPI and keep the receipts.
- Photograph the place and the meter readings on the day you move in.

Open RoomPin →Common questions
Is it compulsory to register a rent agreement in Pune?
Yes. Section 55 of the Maharashtra Rent Control Act requires every leave and licence agreement to be in writing and registered, whatever its length, including the usual 11-month agreement. A notarised agreement is not registration.
How much does it cost to register a rent agreement in Pune?
Stamp duty is 0.25% of the total rent for the term plus 10% a year of notional interest on the refundable deposit. On top come a ₹1,000 registration fee and a ₹300 document handling charge. For 11 months at ₹20,000 with a ₹40,000 deposit, the total is ₹1,860.
Can I register a rent agreement online without visiting an office?
Yes. The IGR Maharashtra leave and licence portal registers it online. The owner, the tenant and two witnesses each need Aadhaar and complete a fingerprint check on a UIDAI-approved scanner.
Is police verification compulsory for tenants in Pune?
Owners must inform the police about every tenant and paying guest, under orders issued by the Pune and Pimpri-Chinchwad police commissioners. It is information, not approval, and no police NOC is needed to rent. Not filing it can lead to a case under section 223 of the BNS.
Is there a limit on the security deposit in Maharashtra?
No. Maharashtra has not adopted the Model Tenancy Act, so its two-month cap does not apply. On RoomPin listings in west Pune the deposit is usually about two months' rent.
Does an 11-month agreement avoid registration in Maharashtra?
No. Registration is compulsory in Maharashtra for any term, and stamp duty is charged at the same 0.25% rate for any term up to five years.
